เรื่อง การแถลงผลงานครบรอบ 1 ปี ของรัฐบาล พล.อ.ประยุทธ์

นายกรัฐมนตรีและคณะฯ ได้ร่วมกันแถลงผลงานของรัฐบาล เนื่องในโอกาสบริหารงานครบ 1 ปี เมื่อวันที่
23 ธันวาคม 2558 นั้น พรรคเพื่อไทยเห็นว่าคำแถลงของนายกรัฐมนตรีในหลายส่วนสร้างความสับสน
แบ่งแยกและสร้างความร้าวฉาน แตกแยกในสังคมไทย ยืนยันให้เห็นถึงความเป็นจริงตามแถลงการณ์
“ประมวลสถานการณ์ประเทศไทยปี 2558 ของพรรคเพื่อไทย” (22 ธันวาคม 2558) ที่กล่าวว่า
การแก้ไขปัญหาของประเทศไม่อาจประสบความสำเสร็จได้หากความเข้าใจ
หรือการมองปัญหาไม่ถูกต้อง ไม่ตรงกับความเป็นจริง หรือมองปัญหาต่างๆ อย่างมีอคติ

คำกล่าวของนายกรัฐมนตรีที่ว่า “คนรายได้น้อยมาเลือก เพราะเขาต้องการเงินไปเลี้ยงครอบครัว…..”
และ “คนมีรายได้ปานกลางไม่ออกมาเลือกตั้ง จะทำให้เสียงของคนที่อยากมีรายได้เพิ่มขึ้นมากกว่า…..”
คำพูดดังกล่าวของนายกรัฐมนตรี
แสดงถึงความขาดความเข้าใจในระบอบประชาธิปไตยและมีอคติต่อการเลือกตั้ง และดูจะไม่ต่างไปจากคำพูดในเวทีการชุมนุม

คำพูดของผู้ปราศรัยบนเวทีที่อ้างว่า คนชนบทโง่ คนกรุงเทพฯ ฉลาดกว่า ดังนั้นเสียงต้องไม่เท่ากัน
พรรคเพื่อไทยเห็นว่าในอดีตที่ผ่านมาได้พิสูจน์ในการเลือกตั้งหลายครั้งหลายหนแล้วว่า
คนชนบท คนยากจน คนรากหญ้า มิได้มาเลือกตั้งเพราะเห็นแก่รายได้ หรืออามิสสินจ้าง
ในทางตรงกันข้ามคนเหล่านั้นได้มาใช้สิทธิเลือกตั้งเพราะพอใจในนโยบายที่จับต้องได้
พึงพอใจในนโยบายที่ยกฐานะของคนเหล่านั้นให้มีชีวิตความเป็นอยู่ที่ดีขึ้น
ในทางทฤษฎีประชาธิปไตยและหลักสิทธิมนุษยชน คนทุกคนเท่าเทียมกัน
มีศักดิ์ศรีความเป็นมนุษย์เสมอเหมือนกัน ไม่ว่าจะเป็นคนรวย
คนชั้นกลางและชนชั้นรากหญ้า ย่อมเท่าเทียมกัน คำพูดใดๆ ที่แบ่งชนชั้นจึงเป็นคำพูดที่สะท้อนแนวคิดเพื่อรักษาหน้าตาและผลประโยชน์ของกลุ่มบุคคลที่มีฐานะดีเท่านั้น
การมองการเลือกตั้งว่าขึ้นอยู่กับการใช้เงินซื้อเสียง สะท้อนให้เห็นภาวะที่ไม่ใช่นักประชาธิปไตยของ
ผู้นำซึ่งนิยมระบบแต่งตั้งมากกว่า ดังนั้นจึงไม่แปลกใจว่าร่างรัฐธรรมนูญที่ร่างอยู่ จึงไม่ให้ความเคารพต่อการมีส่วนร่วมและการตัดสินใจของประชาชน
เช่น การให้ ส.ว.มาจากการแต่งตั้ง สรรหา
การตั้งองค์กรพิเศษเพื่อควบคุมรัฐบาลอีกชั้น
การยกอำนาจของประชาชนไปให้องค์กรตรวจสอบและองค์กรตุลาการที่ไม่ได้เชื่อมโยงกับอำนาจประชาชน
จนทำให้เสียสมดุลในระบบถ่วงดุลอำนาจ

นายกรัฐมนตรีได้เปรียบเปรยถึงโครงการ 30 บาทรักษาทุกโรคว่า “โครงการ 30
บาทรักษาทุกโรคของกระทรวงสาธารณสุข เป็นโครงการสุดยอด แต่รายได้ไม่มี”
ถือเป็นอีกเรื่องหนึ่งที่แสดงถึงความไม่เข้าใจ
หรือมองปัญหาไม่ถูกต้อง เพราะโครงการ 30
บาทรักษาทุกโรคมีวัตถุประสงค์ที่จะช่วยคนยากจนที่ไร้โอกาส
กลุ่มคนเหล่านี้ซึ่งเป็นประชากรส่วนใหญ่ของประเทศ เป็นคนหาเช้ากินค่ำ
เป็นชาวเกษตรกรผู้ยากไร้ ปราศจากที่ทำกิน
เป็นกลุ่มคนที่มีรายได้น้อยไม่เพียงพอจะรองรับค่าใช้จ่ายในการรักษาพยาบาลที่เผชิญกับโรคที่เป็นอันตรายต่อชีวิตของเขา
เพียงแค่ให้มีหลักประกันในชีวิต ให้คนมีสุขภาพดี เป็นพลังของสังคม ค่าใช้จ่ายที่มีต้นทุนที่
30 บาทดังกล่าวนี้ ล้วนมีที่มาจากภาษีอากรของประชาชน ซึ่งเป็นของเพื่อนร่วมชาติของเขา
เงินจำนวนนี้มีไว้เพื่อเกื้อกูลคนไทยด้วยกัน ไม่ใช่เพื่อค้ากำไรแต่อย่างใด
เลขาธิการองค์การสหประชาชาติยังเคยหยิบยกโครงการ 30 บาทรักษาทุกโรค ไปเป็นแบบอย่างให้แก่ประเทศที่ด้อยพัฒนาและประเทศที่กำลังพัฒนา
และล่าสุดประเทศสหรัฐอเมริกายังมีนโยบายรักษาพยาบาลในแบบเดียวกับโครงการ 30
บาทรักษาทุกโรค เช่นเดียวกัน

คำกล่าวของ ดร.สมคิด จาตุศรีพิทักษ์ รองนายกรัฐมนตรี ต่อหน้านายกรัฐมนตรีว่า
“สิ่งที่ผมทำเมื่อ 10 ปีก่อน ไม่ใช่ประชานิยม และผมไม่สนใจว่าใครจะเรียกว่า
ประชานิยม”
นับได้ว่าเป็นคำพูดที่ตรงไปตรงมา
พิสูจน์ให้เห็นว่า ขณะนี้นายกรัฐมนตรีกำลังใช้โครงการที่ท่านดูถูกและกล่าวหารัฐบาลที่แล้วว่ามีนโยบายเป็นประชานิยม
คำว่า “ประชานิยม” จึงเป็นเพียงคำพูดที่ต้องการทำลายความน่าเชื่อถือของรัฐบาลในอดีตเท่านั้น
นโยบาย 30 บาทรักษาทุกโรค กองทุนหมู่บ้าน โครงการตำบลละห้าล้าน
ที่รัฐบาลชุดนี้นำมาใช้ ไม่ใช่ “ประชานิยม”
แต่เป็น “ประชารัฐ” จึงดูไม่ต่างจากการที่มีความพยายามจะเปลี่ยนชื่อโครงการของพรรคเพื่อไทยที่ประสบความสำเร็จในอดีตที่ผ่านมา
นายกรัฐมนตรีได้กล่าวถึงเหตุผลในการยึดอำนาจปกครองประเทศเมื่อวันที่
22 พฤษภาคม 2557 ไว้ว่า เพื่อยุติความหวาดระแวง ฟื้นฟูความสงบเรียบร้อย ความรู้รักสามัคคีและความเป็นธรรม
สร้างบรรยากาศแห่งความสงบเรียบร้อยและปรองดอง
เพื่อนำความสุขที่สูญหายไปนานกลับคืนสู่ประชาชน
พรรคเพื่อไทยเห็นว่าตลอดระยะเวลา
1 ปี 6 เดือนกว่าที่ผ่านมา ไม่ได้มีรูปธรรมอันใดที่สะท้อนความเป็นจริงในการเสริมสร้างและแก้ไขปัญหาที่กล่าวมา
สิ่งที่ปรากฏกลับกลายเป็นบุคคลกลุ่มหนึ่งถูกแจ้งข้อกล่าวหา ถูกปรับทัศนคติ คนอีกกลุ่มหนึ่งสามารถใช้เสรีภาพได้อย่างเต็มที่
นายกรัฐมนตรีกลายเป็นคู่ขัดแย้งกับคนอีกกลุ่มหนึ่งอย่างชัดเจน
ในขณะที่แสดงความปรองดองสมานฉันท์กับคนอีกกลุ่มหนึ่งอย่างแนบแน่น
ตลอดระยะเวลาที่ผ่านมาประเทศเสียเวลาเปล่าไปกับการใช้อำนาจอย่างไร้ขอบเขตจำกัด
เสียเวลาไปกับวาทกรรมสวยหรูเรื่องความปรองดองสมานฉันท์ของคนในชาติ คำพูดของนายกรัฐมนตรีที่แสดงออกต่อสาธารณะในโอกาสบริหารงานครบรอบปีที่ผ่านมา
ไม่ได้สอดคล้องกับเจตจำนงที่กล่าวไว้ในการยึดอำนาจปกครองประเทศ และน่าจะวิเคราะห์ได้ไม่ยากว่า
อีก 1 ปี 6 เดือนข้างหน้า ประเทศชาติจะต้องเผชิญกับชะตากรรมแบบใด

Pheu Thai Party Statement on the Government’s Proclamation of its First Year Achievements
According to the proclamation of the Government’s achievements on completing the first year of administration jointly made by Prime Minister Prayut Chan-o-cha and the Cabinet on the 23rd December 2015, Pheu Thai Party sees that many portions of the proclamations made by the Prime Minster create confusion, division, disunity and discord in Thai society. This fulfilled what was previously mentioned in the Statement “Assessment of Thailand’s State of Affairs 2015” made by Pheu Thai Party (22nd December 2015) which noted that resolving national problems cannot be successful when issues are misunderstood or seen inaccurately compared to the truth, or regarded with bias.

The words by the Prime Minister that “those
with little income took part in the elections because they wanted money to support
their families…” and “those with average incomes are letting the votes of those
with the desire for additional income to overtake them by not turning up for
the elections …”
These words by the Prime Minister showed his lack of
understanding in democracy and utter bias towards elections. This appears no
different from the words spoken by those on the stage during the rally that
shutdown the nation prior to the coup d’état. The speakers purported that the rural
people are foolish while Bangkok people are smarter, and suggested that their
votes should carry different weightings. Pheu Thai Party sees that in the
past, it has been proven over and over again in numerous elections, that rural
people, the poor and the grassroots did not turn out for the elections just because
they want money or bribe. On the contrary, these people came to exercise their
electoral rights because they were pleased with tangible electoral policies
that were designed to raise their status and offer better standards of living.
According to democratic theories and human rights principles, everyone is equal
and have the samehuman dignity, regardless of whether
they are rich, middle class or grassroots: everyone is equal. Words that attempt
to create distinctions between the classes thus reflect the attempt to preserve
the prestige and benefits only for the elite and wealthy few. Referring to
election outcomes as conditional on the use of money to buy votes, demonstrates
the undemocratic mentality of the Leader who prefers the appointment system.
Therefore, it is not surprising to see that the charter that is being drafted
shows no respect for the participation and decisions of the people. This is
evident in the proposed selection of the senate by appointment;the
establishment of a special
organization to control the working of the government; giving away the power of the people to be audited;
and judicial organizations that has no link to the people, causing imbalance in
the system of checks and balances.
2. The Prime Minister satirically remarked on the
30-Baht Universal Health Care Scheme, saying that “the Ministry of Public
Health’s 30-Baht Universal Health Care Scheme is great, but there is no income”.
This is another point that showed the lack of understanding and distorted
view of the problem because the 30-Baht Universal Health Care Scheme has the
objective to look after the underprivileged poor who are the majority of people
in the nation. This includes those that have to strive for daily sustenance,
and the impoverished farmers without land who have meagre income that is not
enough to pay for medical expenses to treat life -threatening diseases. This
Scheme serves as their sole guarantee in their lives for good health, which allows
them to contribute positively to society. The expenses, apart from the 30
baht, comes from the taxpayer’s money which belongs to everyone in the nation;
however, this sum is earmarked to
support lives of Thaisand not for profit making. Furthermore,
the Secretary General of the United Nations has showcased the 30-Bath Universal
Health Care Scheme as an example for other underdeveloped and developing
nations to follow. Moreover, recently the United States of America has also
adopted a similar healthcare policy to the 30-Baht Universal Health Care Scheme.
3. The words spoken by Dr. Somkid Jatusripitak,
Deputy Prime Minister in front of the Prime Minister, saying that “what I had
done 10 years ago is not populism, and I don’t care who may call it populism”.
These words are forthright and proves that the Prime Minister
is adopting projects that he once spurred as populist policies and had accused
the previous Government for implementing. Therefore, the word “populism” is
being used with the sole intent to discredit the past government. The 30-Baht Universal
Health Care Scheme and the 1-million-baht Village Fund that are being adopted
by this Government are not “populist” but “pracharat” (people’s state policy) which
is an attempt to rename the projects by Pheu Thai Party that have been successful
in the past.
The Prime Minister mentioned that the reasons for seizing
administrative power on 22nd May 2014 was to put an end to distrust,
restore peace and order, foster unity and justice, create an atmosphere for
peace and reconciliation in order to return long lost happiness to the people.
Pheu Thai Party sees that for the past 1 year and 6 months
there has been nothing tangible to reveal or support any such strengthening and
resolutions mentioned. Instead, one group of people has been charged and
taken for “attitude adjustment”, while the other group of people is able to
fully exercise their freedom. The Prime Minister is putting himself in direct
conflict with one group of people while allying closely with the other group,
displaying utter reconciliation and unity with them.
The nation has wasted time in the exercise of boundless power
and in glamorous discourse on the reconciliation and unity of the people in the
nation. The proclamation made by the Prime Minister to the public on the
occasion of the Government’s first year in office is not consistent with the stated
intent in seizing administrative power, and it is not difficult to analyze what
the next 1 year and 6 months holds for the plight the nation.
