1) การเมืองไทยปี 60 จะมีความเปลี่ยนแปลงเกิดขึ้นในหลายด้าน ซึ่งเป็นผลสืบเนื่องมาจากการเมืองไทยในรอบหลายทศวรรษที่ผ่านมา ทั้งการเปลี่ยนแปลงของเทคโนโลยีที่มีทั้งด้านที่เป็นคุณและข้อจำกัด การเปลี่ยนแปลงโครงสร้างประชากรในประเทศ กฎกติกาการเมืองแบบใหม่ที่ไม่ได้ตั้งอยู่บนฐานของความเป็นประชาธิปไตยตามแบบที่สากลยอมรับอันจะส่งผลให้สิทธิและศักดิ์ศรีความเป็นมนุษย์ถูกลิดรอนมากขึ้น ขณะเดียวกันเรากำลังเผชิญกับสถานการณ์และระเบียบโลกใหม่ที่เปลี่ยนแปลง ซึ่งเราต้องรีบปรับตัวเองให้เท่าทัน

สิ่งที่น่าเป็นห่วงคือ ระบบการเมืองใหม่ของเรา จะก้าวตามไม่ทันจุดสมดุลของการเปลี่ยนแปลงที่เกิดขึ้น ความรู้คิดที่ไม่เท่าทันและกลไกการขับเคลื่อนสังคมที่ติดกับรูปแบบเดิมๆ จะทำให้เราขาดความสามารถในการเผชิญหน้ากับปัญหาอย่างทันการ

ปัญหาคือเรากำลังจะสะดุด “หลุมดำ” ที่เราขุดวางไว้เป็น “กับดัก” ของตัวเราเอง และยิ่งการเมืองต่อจากนี้จะถูกกำกับจาก “แผนยุทธศาสตร์ชาติ20ปี” ภายใต้กรอบความคิดที่เน้นเรื่องความมั่นคงเป็นหลัก เท่ากับเรากำลังสะดุดขาตัวเราเอง สร้างปัญหาให้ตัวเราเองในอนาคต เหมือนกับที่พม่าเคยสะดุดขาตัวเองจากแผนกำกับทิศทางประเทศ ซึ่งส่งผลให้พม่าต้องวิ่งตามหลังประเทศอื่นๆ นานหลายสิบปี

2) การเมืองไทย ยังคงมีโจทย์ใหญ่เรื่อง “ความขัดแย้ง” ที่ประชาชนส่วนใหญ่อยากก้าวข้ามให้หลุดพ้น และอยากเห็นทางออก ที่ผ่านมากว่า 2 ปีที่กลุ่มอำนาจซึ่งปกครองประเทศ ยังไม่สามารถคลี่คลายปัญหาลงได้ เพราะถลำตัวลงไปเป็นส่วนหนึ่งของคู่ขัดแย้งเสียเอง สภาพทางการเมืองจึงยังคงเป็นการขับเคลื่อนทางการเมืองของ 2 พรรคใหญ่กับกลุ่มพรรคขนาดกลาง และกลุ่มอำนาจใหม่ที่เติบโตมาจากการทำรัฐประหาร ซึ่งได้พยายามจัดวางเครือข่ายอำนาจและกฎกติกาที่เอื้อแก่กลุ่มของตนเป็นสำคัญ โดยก้าวข้ามฝ่ายประชาสังคมและภาคประชาชนฝ่ายประชาธิปไตยไปอย่างน่าเสียดาย

3) การพัฒนาเศรษฐกิจ สังคมและการเมืองตลอดจนการปฏิรูปประเทศยังคงไปไม่ถึงฝันโดยเฉพาะอย่างยิ่งปัญหาความเดือดร้อนของประชาชน คนยากจน ปัญหาการพัฒนาภาคธุรกิจ และการผลักดันให้เศรษฐกิจของประเทศกลับคืนสู่ภาวะปกติ ยังคงเป็นปัญหาใหญ่ ที่ไม่อาจคลี่คลายได้โดยง่าย เพราะปัญหาสำคัญยังอยู่ที่ “ความไม่เชื่อมั่น” และการไม่ยอมรับจากนานาประเทศที่ประเทศไทยยังไม่กลับคืนสู่ระบอบประชาธิปไตยอย่างแท้จริง ดังนั้นตราบใดที่ความเป็นประชาธิปไตยตามหลักสากลยังไม่เกิดขึ้น การยอมรับและความร่วมมือจากส่วนต่างๆ ของโลกและนักลงทุนต่างประเทศย่อมไม่อาจเกิดขึ้นได้เช่นกัน

4) ประเมินการเลือกตั้งจะเกิดขึ้นหรือไม่ เมื่อใด ความชัดเจนที่อาจเป็นไปได้บ้างคือ หากร่างรัฐธรรมนูญนี้ได้รับการทรงลงพระปรมาภิไธยประกาศใช้ ตามรัฐธรรมนูญกำหนดให้ทำกฎหมายลูก 10 ฉบับให้แล้วเสร็จ ใน 240 วั น และหากกฎหมาย 4 ฉบับใน 10 ฉบับ มีการประกาศใช้ จะต้องมีการเลือกตั้งเกิดขึ้นใน 150 วัน ซึ่งทั้งหมดนี้ขึ้นอยู่ว่ารัฐธรรมนูญจะมีการประกาศใช้เมื่อใด แต่ไม่มีใครสามารถเดาใจกลุ่มผู้มีอำนาจในปัจจุบันได้ เพราะที่ผ่านมาสิ่งที่ได้สร้างความชัดเจนให้ฝ่ายต่างๆ เห็น คือ “ความไม่แน่นอน” ไม่ว่ากลุ่มอำนาจดังกล่าวจะต้องการหรือปรารถนาอย่างไร ก็ไม่อาจฝืนความเป็นจริงที่สถานการณ์และความเดือดร้อนที่คนไทยทุกคนกำลังเผชิญ เพราะปมสำคัญของทางออกจากปัญหาคือ การเร่งนำประเทศกลับคืนสู่ความเป็นประชาธิปไตยที่สากลยอมรับโดยเร็ว ความเดือดร้อนของประชาชนและปัญหาทางเศรษฐกิจของประเทศ จึงจะได้รับการคลี่คลาย

ดังนั้นเชื่อได้ว่า สถานการณ์ต่างๆ จะไม่เอื้อให้สามารถดึงเวลาไปได้มากกว่านี้ สภาพปัญหาต่างๆที่ประชาชนทุกฝ่ายกำลังเผชิญ จะเป็นตัวเร่งสำคัญให้การเลือกตั้งเกิดขึ้นเพื่อกลับสู่ความเป็นประชาธิปไตยที่โลกยอมรับโดยเร็ว อย่างไรก็ดี ยังเห็นความพยายามของกลุ่มผู้มีอำนาจในปัจจุบัน ที่ต้องการกำหนดให้รัฐบาลที่จะเกิดขึ้นในอนาคต เป็นรัฐบาลที่ยังอยู่ภายใต้การควบคุมของตน ในกำกับของ “แผนยุทธศาสตร์ชาติ 20 ปี” เพราะยังมีความไม่เชื่อมั่น และไม่ไว้วางใจต่อระบบพรรคการเมือง ภายใต้ระบบการเลือกตัวแทนให้เข้ามาดูแลปัญหาของประเทศ

5) รัฐธรรมนูญใหม่และกติกาใหม่ จะยังไม่ใช่ทางออกของประเทศ และจะเป็นปมปัญหาใหญ่ที่สำคัญของประเทศต่อไป ที่ผ่านมาได้พยายามเสนอให้ผู้จัดทำร่างฯ ทุกคนรับทราบว่า อีกไม่นานเกินรอจะได้เห็นผลที่คนจำนวนไม่น้อยรู้สึกเป็นห่วงและกังวล ถึงวันนั้นหวังว่าท่านทั้งหลายจะกล้าหาญเผชิญหน้ากับสิ่งที่ได้ทำไว้กับประเทศนี้ สำหรับพวกเราพรรคการเมือง “ชีวิตยังต้องเดินต่อไป” สิ่งที่พวกเราพึงกระทำที่สุด คือ การปฏิรูปตัวเองให้สามารถพร้อมเผชิญแรงเสียดทานต่างๆ ที่เกิดขึ้นจากความมุ่งหมายที่จะทำลายความเข้มแข็งของระบบพรรคการเมือง และในฐานะสถาบันทางการเมืองหนึ่ง ต้องพร้อมปฏิรูปตัวเองให้สามารถร่วมทุกข์ร่วมสุขกับประชาชน และพร้อมฝ่าฟันปัญหาต่างๆ ของประเทศไปให้จงได้ วันนี้เรายังทำสิ่งใดที่เป็นทางการไม่ได้มากนัก เนื่องจากกลุ่มผู้มีอำนาจยังใช้กติกาบีบบังคับและกำกับมิให้เราสามารถทำกิจการใดๆ ได้ แต่จากการได้มีโอกาสพูดคุยอย่างไม่เป็นทางการ ส่วนใหญ่เราเห็นตรงกันว่า เราต้องปรับองคาพยพของเราทั้งหมดใหม่ให้สอดรับกับภารกิจ และความเป็นจริงที่กำลังเปลี่ยนแปลงไปในโลกยุคใหม่ที่รวดเร็วและรุนแรง มีแต่ผู้ที่ปรับตัวและเท่าทันการเปลี่ยนแปลงที่เกิดขึ้นเท่านั้นจึงจะอยู่รอดได้ เราเชื่อมั่นว่า “ต้นทุนความเชื่อมั่น” ที่ประชาชนมีต่อพรรคเราในด้านการเป็นผู้ “กล้าคิด กล้าทำ” และความเป็น “ผู้นำหน้าในการคิดค้นนโยบายใหม่ๆ” และ “ยึดมั่นในพันธะสัญญาต่อประชาชน” ยังคงอยู่ในความทรงจำของประชาชนและเป็นความหวังอย่างเต็มเปี่ยม  เรายิ่งต้องสร้างความเชื่อมั่นต่อไปว่า เรามีคนที่มีศักยภาพ ใกล้ชิดและรู้ปัญหาความต้องการของประชาชน พร้อมที่จะร่วมนำพาประชาชนให้หลุดพ้นจากปัญหาและนำเอาความมั่งคั่ง การกินดีอยู่ดีและความเป็นประชาธิปไตยที่แท้จริงกลับคืนสู่สังคมโดยเร็ว วันใดที่กติกาเปิดโอกาสให้พวกเราทำงาน พวกเราพร้อมปรับยุทธศาสตร์ ภาพลักษณ์ กระบวนการทำงานและศักยภาพของบุคลากรทางการเมืองของพรรคทุกคนให้สามารถทำหน้าที่เทิดทูนสถาบันสูงสุดของประเทศ สร้างความมั่งคั่งให้ประชาชน จรรโลงและสร้างสรรค์ระบอบประชาธิปไตยอันมีพระมหากษัตริย์ทรงเป็นประมุข และพร้อมรับใช้พี่น้องประชาชนได้อย่างสุดกำลัง และพร้อมที่จะดูแล และสร้างกลไกป้องกันตัวให้หลุดพ้นจาก “ขวากหนามและหลุมดำ” ที่มีผู้วางกับดักเอาไว้

ส่วนที่มีกระแสข่าวที่จะมีการตั้งพรรคใหม่เพื่อรองรับขั้วอำนาจปัจจุบัน หรือที่ปรากฏเป็นข่าวว่า อาจมีการรวมตัวกันของพรรคเล็กๆ เพื่อสืบต่ออำนาจต่อไปนั้น เป็นเรื่องที่ไม่อยากคาดเดา แต่คนจำนวนไม่น้อยเชื่อว่า “อำนาจเป็นสิ่งเสพติด” หากไม่มีการสร้างกลไกระบบมาคอยควบคุม ประวัติศาสตร์สอนเราว่าผู้ที่มีอำนาจเบ็ดเสร็จ เสียคนมากมาแล้ว

ส่วนประเด็นที่มีแกนนำเพื่อไทยเข้าข่ายลงเลือกตั้งไม่ได้หลายคน ปัญหานี้เป็นภาพสะท้อนระบบ

การเมืองที่พิกลพิการของบ้านเรา พรรคเพื่อไทยเราถูกฝึกมาให้อยู่กับความเป็นจริง อยู่กับความสูญเสียนับครั้งไม่ถ้วน เราถูกยุบพรรคมาหลายครั้ง ถูกตัดสิทธิ ถูกประหารชีวิตทางการเมือง ถูกทำลายผู้นำทางการเมือง ถูกติดคุกติดตารางมาหลายครั้งหลายคน แต่เราก็ยังสามารถหยัดยืนอยู่ได้บนความรัก ความศรัทธา และความเชื่อมั่นที่ประชาชนมอบให้แก่พรรคเรา เราเชื่อว่าเราจะยังยืนอยู่ต่อไปได้ ตราบใดที่พวกเรายังรักและซื่อสัตย์ต่อพี่น้องประชาชนที่รักและเชื่อมั่นเรา ทุกวันนี้ความรักและความศรัทธา ที่ประชาชนมอบให้เราได้ไปไกลอีกขั้นหนึ่งเกินจากตัวบุคคลแต่ละคนไปแล้ว เราไม่คิดว่าจะเป็นปัญหาอะไร เมื่อถึงเวลา ทุกอย่างก็จะคลี่คลายไปได้

Secretary General of Pheu Thai Party : Perspective on Thai Politics 2017

1) Political Situation of 2017: there will be many scenario changes in the Thai political sphere as a result of the political climate of the past decades. This encompasses technological changes, with both positive and negative impacts; national population structures; new political rules that are not founded upon internationally accepted democratic principles which would result in limitations of human rights and dignity. Concurrently, we would be faced with new world orders that would demand that we adjust ourselves.

One utmost concern is that our new political rules would not be able to catch up with the balance of the world order which would be occurring. The lack of knowledge and archaic social mobilization structures would disable us from facing and solving the problems in a timely manner.

The problem is we will be stumbling into the “black hole” which we had dug ourselves; furthermore, the political situation which would be controlled by the ” 20-Year National Strategic Plan”, under the framework which emphasizes mainly on security issues, would make us stumble over ourselves, creating future problems for ourselves, just as Myanmar had stumbled over themselves from the plan they had created, to control the country, resulting on them lagging behind others by decades.

2) Thai politics still faces some major issues such as, “conflicts” that most people would like to get rid of, and would like to see a solution to. For the past 2 years, the power that have ruled the country have not been able to solve the problems because they themselves have succumbed to being a part of the conflict themselves. The political situation thus remains the political mobilization of the two major parties along with the medium-sized ones. The “old power” grew from coup d’etats which ultimately attempts to lay networks to maintain power, and rules that would further empower their own group ultimately, by ignoring the democratic social sectors and people sectors.

3) Economic, social, political development, as well as national reforms, have not reached the goals (dreams)

Major problems such as the sufferings of the people, poverty, development in the business sector, mobilization for the national economy to return to normality are still massive setbacks which cannot be easily resolved. The lack of confidence and unacceptance from the international community towards Thailand for not returning to true democracy are still major obstacles. Therefore, as long as democracy in accordance to international standards has not occurred, acceptance and cooperation from various sectors in the world and from foreign investors cannot take place.

4) Elections in late 2017 or early 2018? Some certainties that can be mentioned is that if the draft constitution receives royal endorsement, then the constitution requires 10 organic laws to be completed within 240 days, and if 4 out of 10 of these laws have been put into effect, elections will have to take place within 150 days. All this ultimately depends on when the constitution will be in effect.

However, nobody can predict the current power bearers because the only certainty that any parties have ever been able to determine is “uncertainty”. No matter what this group of power bearers wish or desires, they cannot neglect the facts that from the situation and the sufferings that the Thai people are facing, the critical solution to the problem is to return the country to the internationally accepted standard of democracy most urgently, then only would the sufferings of the people and the economic problems of the nation be resolved.

Therefore, it can be determined that these situations cannot be dragged along for longer than this. Problems that all sectors of people are facing are the main catalyst for elections to take place so that internationally accepted democracy can occur. However, I see the attempts of the current power bearers to determine and influence the governments of the future so that they can control them and gear them to be under the “20-Year National Strategy” because they do not have confidence and trust in the political parties under the representatives system in solving national problems.

5) The new constitution with new rules do not provide solutions to the country and will further create new problems for the future.

I have tried to propose to each of the drafters that not long from now, we will see people’s worry and anxiety. When that day comes, will these people (drafters) be brave enough to admit what they have done to the country?

As for us political parties, “life goes on”. The thing we would like to do most is to reform ourselves to best prepare for the frictions that will occur from the desire to destroy the strength of the political system, and as a political institution, we have to be ready to reform ourselves to be ready to empathize with the people and solve all the problems of the country.

Today we are limited in what we can do officially because the power bearers are still using rules and regulations to prevent us from doing any activities. However, from the opportunity of talking and discussing unofficially, the majority of us see eye to eye that we need to reorganize ourselves to adjust to the mission ahead and accept the facts of changes in this fast and abruptly changing world.

Only those who can adapt to changes can survive. We believe that “our capital in confidence” that the people have towards our party in “dare to think, dare to do” and “leaders of innovative policies” and “adherence to promises to the people” are deep in the minds and hopes of the people.

We need to further create confidence that we have capable manpower, and empathize with the people and understand their problems, and are prepared to lead the people out of their problems, to bring prosperity and better standards of living to the people, and bring true democracy back to society as soon as possible.

When the rules permit us to work, we are ready to reform and adapt our strategies, image, work systems, human resource potential of the party to enable people to perform their duties, uphold the highest institution of our nation, create prosperity among the people, and adhere to constitutional democracy, to serve the people with all our might, and be prepared to save and protect ourselves from the “thorns and black holes” that have been created to undermine us.

About the rumors of setting up new parties to carry on the current power or news that there is a consolidation of small parties to continue with this power influence. I do not want to guess; however, many people believe that “power is addictive”. If we are not aware or do not create a mechanism of check and balance, history has taught us that many powerful people have destroyed themselves often.

About Some Pheu Thai leaders are unable to run for elections, this reflects the bizarre politics of our country. Pheu Thai Party has been trained to stick with reality, live with multiple losses because many of our parties have been dissolved, political rights taken away, executed politically, political leaders destroyed, many have been jailed and incarcerated; however, we still stand strong in the love, faith, and confidence that the people have given to our Party. We believe that we will remain strong as long as we love and are faithful to the people that love and have confidence in us. Today the love and faith that the people have given us have gone beyond attachment to a person. We do not believe that it will be a problem. At the right time, all things will be well.
